Starlink + OneWeb Dual-LEO for Ships: Why Two Networks Beat Two Antennas

If your vessels run on a single Starlink dish, you are one software fault away from a silent bridge. On 24 July 2025 that is exactly what happened: Starlink went down worldwide for around two and a half hours, and every vessel on the network lost broadband at the same moment. Fleet managers could not reach their ships, remote support sessions dropped and camera feeds went dark. Any vessel whose only backup was a second Starlink dish lost that too. This article explains why the fleets that stayed online had a second, independent network, and what that means for your vessels.

Why a single LEO network is not enough

Starlink is fast and reliable most of the time, but it is still one network run by one operator. On 24 July 2025 Starlink suffered a global outage of roughly two and a half hours. According to ThousandEyes’ analysis, it was caused by a failure in the internal software services that run the core network. Every terminal was affected at the same time, whichever dish model it used and whichever ocean it was in.

That is the key point for fleet managers. A second Starlink dish protects you if the first dish fails, a cable is damaged or the mast position is blocked. It does nothing when the network itself has a problem. For a crew relying on the link for operations, remote support, CCTV or charterer reporting, two and a half hours offline is a real cost.

L-band backup keeps email, voice and basic messaging running but will not carry video calls, large file transfers or camera feeds. VSAT gives broadband backup but brings a large dome, higher airtime costs and around 600 ms of latency. A OneWeb terminal gives LEO-class latency and broadband speeds on a network with separate satellites, ground stations and operator.

What the major providers are doing

This is no longer a niche design. Across 2026 the large maritime service providers have all moved towards multi-network LEO:

  • Marlink launched Sealink Multi-LEO in March 2026, combining Starlink and OneWeb under one managed data allowance (source).
  • Speedcast announced an all-LEO deployment for TGS in August 2026, with Starlink as the primary link and OneWeb among the resilience paths (source).
  • Navarino added OneWeb to Starlink across Newport Group’s 42 bulk carriers in July 2026 (source).

Valour Consultancy’s Q1 2026 tracker counts close to 67,000 vessels on Starlink against about 1,700 on OneWeb, and names multi-LEO redundancy as a key trend (source). In practice that means Starlink carries the traffic and OneWeb is increasingly the network operators add for resilience.

How the layers work together

A marine SD-WAN router such as Peplink monitors each link with health checks and moves traffic in seconds. Because OneWeb only carries traffic during an outage, the OneWeb data plan can be much smaller than the Starlink plan, which keeps the monthly cost down. Which vessels benefit most

  • Harbour craft, tugs and OSVs whose operations depend on a constant link to the office.
  • Vessels streaming CCTV or engine data ashore, where gaps break monitoring.

Limitations

Dual-LEO is not free. A OneWeb terminal is larger and more expensive than a Starlink dish, needs its own mast position with a clear view of the sky, and adds power and cabling work. The backup plan is an extra monthly line even when it sits idle. For a small leisure boat or a vessel that can tolerate a few hours offline, Starlink with an L-band handset is usually enough. Coverage and licensing for both networks also vary by country, so the route has to be checked before you buy.

Frequently asked questions

Does the crew need to do anything when Starlink drops?

No. The router detects the failure through health checks, usually within a few seconds, and moves traffic to OneWeb. Most users notice a short pause on a video call rather than a lost connection. When Starlink recovers, traffic moves back on its own.

Can both links be used at the same time?

Yes. Some operators bond both links to increase total bandwidth or send important traffic, such as VPN and remote support, over both at once. For most vessels the simpler set-up is Starlink first and OneWeb only on failure, which keeps OneWeb data costs low.

How large should the OneWeb plan be?

Size it for the traffic you must keep running during an outage, not for normal use. Operations email, ship management software, VoIP and a limited camera feed usually fit a small monthly plan. Crew streaming can be blocked on the backup link so it does not use up the allowance. Our data usage benchmarks help with sizing.

Is OneWeb covered in Singapore and SE Asian waters?

OneWeb offers maritime service in the region, but availability depends on local landing rights and licensing in each country. We confirm coverage and licensing for your specific route and flag before quoting.

Does dual-LEO replace GMDSS equipment?

No. Broadband links do not replace the GMDSS equipment your vessel is required to carry. Keep your L-band and radio safety equipment separate; see our GMDSS sea areas guide.

Can an existing Starlink installation be upgraded?

Usually yes. We survey the vessel, find a second mast position for the OneWeb terminal, add a router that can manage both links, and commission the failover at the quay. Your existing Starlink terminal and plan stay in place.
