This guide walks through the exact sequence we run for Singapore fleet managers to move from VSAT to a bonded Starlink + OneWeb setup with zero downtime and zero contractual pain.
Before you start — three questions to answer
- When does the VSAT contract renew? This dictates timing. Most operators start the migration 60-90 days before renewal.
- Any charter obligations that name VSAT specifically? Some long-term charter contracts specify the comms system by name. If yes, you need to notify the charterer before migrating.
- Does the vessel need a formal SLA? If yes, OneWeb Maritime plays that role — Starlink alone does not have an equivalent SLA today.
Migration sequence — 8 weeks end to end
The clean migration we run for Singapore OSV, tanker and bulk operators looks like this:
Weeks 1-2: procurement and paperwork
- Order Starlink Maritime kit, OneWeb Maritime kit, and Peplink B One router from Singapore stock
- Register vessel MMSI with Starlink and OneWeb
- Notify existing VSAT provider of intent to non-renew (contractual timing)
- Notify charterer if the contract requires it
Week 3: parallel install
- Install Starlink Maritime, OneWeb, and Peplink B One during a port call (about 6 hours)
- Keep the existing VSAT system fully connected and active
- Configure Peplink to prefer LEO traffic, VSAT as failover
Weeks 4-7: parallel operation
- Both systems running side by side
- Measure LEO performance, log any outages, tune configuration
- Move crew traffic to LEO first (lowest-risk migration step)
- Once comfortable, move ops traffic to LEO
- Reduce VSAT airtime to minimum plan for safety fallback
Week 8: decommission
- Terminate VSAT airtime
- Physically decommission VSAT modem (leave antenna installed if uncertain, remove during next dry dock)
- Update vessel network diagrams and comms manual
Common migration pitfalls we see
- Skipping the parallel window. Cutting VSAT the day Starlink installs is asking for trouble. 30 days parallel operation is the minimum.
- Forgetting the charter notification. Charterers who specified VSAT in the contract can invoke penalty clauses if not notified.
- Not measuring VSAT baseline. Without a before/after measurement, you cannot prove the ROI to management.
- Buying too much airtime early. Start with the smallest priority plan, upgrade after 30 days if usage justifies.
